Basic Records Assessment ($6,500)

Good for agencies experiencing high report turnaround and public records request response times, backlogs, and operational challenges.

PRI will provide a one-week basic records assessment to aid in standardizing the approach to managing and reviewing records, managing the operation according to best practice, and streamlining intra- and inter- agency workflows to reduce backlogs, delays, and risk. PRI will:

  • Inventory work tasks and develop as-is and recommended to-be workflows. These can be used to identify redundant procedure, standardize operations, and provide a visual aid for training new employees.
  • Conduct interviews and job observations to identify areas needing improvement.
  • Document all findings and provide written recommendation for resolving concerns.
  • Provide training on revised workflows should the department decide to implement the recommended changes.

Basic Staffing Analysis ($7,500)

Good for agencies needing to verify, with quantifiable data, if additional staffing is needed in Records.
PRI will provide a basic staffing analysis to aid in identifying appropriate staffing levels given the current workload. PRI will:

  • Conduct a work task inventory to identify and document all work activities.
  • Gather historical and current workload volumes for each work task, extrapolated over a 1-year period.
  • Determine, in collaboration with records staff, an average time measurement for each work task.
  • Complete interviews with select staff to evaluate workload and personnel perceptions and challenges.
  • Calculate the required staffing levels.
  • Provide written findings and recommendations.

Basic Crime Data/Reporting Audit ($8,500)

Good for agencies experiencing low quality report writing, ineffective quality control, problematic NIBRS reporting, and inaccurate data.
PRI will assess the full crime reporting process to identify causes of errors, report delays, and inaccuracies in crime data. PRI will:

  • Conduct a forensic review of the RMS to include identifying coding errors in the statute table.
  • Assess current approaches to reviewing, rejecting, and correcting reports.
  • Provide NIBRS report writing and compliance training (one-day live online, interactive workshop). This includes clarifying the respective roles in the report writing, reviewing and coding process; the elements required for NIBRS-based police reports; explaining the difference between criminal laws and NIBRS offense definitions; exceptional clearances; status and disposition of cases.

Basic Crime Data/Reporting Audit Add-on ($500/month)

PRI will provide monthly subject matter expertise/support to assist with NIBRS reporting and system related questions and issues. This includes:

  • A dedicated support consultant who will remain available to answer questions and provide subject matter expertise related to the proper transition to NIBRS reporting and coding of reports;
  • Access to on-demand training for personnel including recorded versions of all PRI NIBRS-related training webinars.

Remote Records Retention and Destruction Workshop ($3,250)

Good for agencies needing expert guidance and standardized procedures for efficiently inventorying, documenting, and destroying records.
PRI will provide a single day of remote training and services in records inventory procedure, and the destruction of records according to agency policy, retention schedules, and state law. PRI will:

  • Obtain photos of current records storage and filing procedures, and develop revised procedures to enable a containerized approach to filing and purging;
  • Develop a standardized system and departmental policy content for establishing an annual purge program;
  • Provide new inventory and purge tracking sheets to record the time periods, type, volumes and retention periods for records;
  • Document process for obtaining information from the State, local court/prosecutor, property/evidence, and investigations stakeholders regarding the identification of records which are still active and need to be retained;
  • Train staff on best practices for maintaining records electronically.

Onsite Records Retention and Destruction Workshop ($6,500)

Good for agencies needing more in-depth, in- person expert guidance and standardized procedures for efficiently inventorying, documenting, and destroying records.

PRI will provide two days of hands-on training and services. PRI will work with your staff and:

  • Review a sampling of records to determine the purging eligibility based on the current retention schedule.
  • Provide training regarding best practices for sorting and obtaining disposition information to identify cases which need to be retained;
  • Develop a written procedural manual for records retention and destruction.
  • Develop new agency records inventory tracking forms and tools designed to ensure compliance with state retention requirements moving forward which includes digital forms, purge calendaring, and training.
  • Document procedures for maintaining records electronically and cease the practice of printing case records.

Public Records & Retention Compliance Training ($8,500)

Good for agencies only requiring training for department personnel in state public records law and retention schedules.

PRI will provide live, online training in state law, administrative code, and attorney general opinions governing the redaction, release, maintenance and destruction of records. Training will include:

  • Review and explanation of public records law;
  • Review of current retention schedules;
  • Procedures for achieving compliance with retention schedules and identifying what records are eligible for destruction, taking into account disposition, NCIC information, investigative value, and litigation.
