Ed Claughton III, Founder, President

Ed has over 20 years of combined experience in law enforcement and professional consulting work and after becoming a recognized expert in the field founded PRI Management Group in 2007.  As owner, Ed provides both the overall direction and management of the business as well as executive management of our consulting engagements. He has managed projects involving the procurement and implementation of public safety information management systems including CAD/RMS/MFR, regional information sharing systems and wireless technologies and is also a recognized expert in UCR reporting and public records management.

Ed specializes in bringing about organizational improvement, reporting accuracy and public records compliance through the effective management of information and the procurement, implementation and management of new public safety technologies.  As a recognized expert in the field he has provided project management, business process design and technical consultative and training services to nearly 200 public safety agencies. Ed has a keen eye for seeing the big picture and quickly identifying areas where there is room for improvement.  His business process re-engineering efforts seek to eliminate redundant information management procedure, flatten organizational information workflows and eliminate duplicitous work product approval procedure. His expertise stems from an extensive law enforcement career as a police lieutenant specializing in records and technology services and criminal investigations.  He has professional experience planning, assessing, and managing public safety records management projects including unit-level and enterprise-wide assessments.

Ed is passionate about good government and strongly promotes finding creative solutions for eliminating bureaucracy in public safety.  His records management and UCR workshops have received excellent reviews and he has been requested to assist agencies in Florida, Georgia, South Carolina, Louisiana, Illinois, Nevada and Colorado.

Ed is an active member in several professional organizations and has been an invited speaker for the IACP Law Enforcement Information Management Conference and the  Florida Property and Evidence Association.  He holds a Masters in Criminal Justice from Boston University and is a certified law enforcement auditor and public records manager.  Read about our history here.

David Feeney, Jr., Senior Consultant

David is our lead consultant with 24 years of public safety technology consulting work under his belt.  Specializing in RMS/CAD, wireless and mobile technologies, David knows what he’s talking about and, knows how to talk about it.  With the great ability to communicate complex information in non-complex ways, he keeps our clients readily informed and involved in the process.

His career has provided him the opportunity to refine a variety of very specialized technical skills critical to assisting in successfully implementing public safety technology solutions.  Since he is able to effectively dialog with end users and take their issues and challenges and communicate them to command staff and vendors in terms they can understand, David’s work in needs assessments, system designs, cost estimations, specifications development, proposal evaluations, and acceptance testing has been highly successful.

David has worked with global technology companies specializing in public safety systems and has completed over 50 projects of all sizes.  He stays active in the industry through various professional associations and holds a Bachelor’s degree in Management from National Louis University.

Kelly manages the day to day functions of PRI and keeps things on track for our clients.  With a background in real estate her client relations skills ensure our public safety customers are attended to with confidence and a smile.  She is the backbone of our success and is our very own “information manager” overseeing our scheduling needs, financials and keeping Ed in line!
